Does the Intel Science Talent Search competition allow us to submit our research paper as a proposal?

I am writing a research paper for the Intel Science Talent Search competition and I was wondering if it is okay if i submit a report that focuses on a design of an experiment that i came up with, based on research i did? It would be more like a proposal for an experiment that I will do but havn't done yet, instead of doing the experiment first and then reporting on the results. Is that okay according to the intel competition rules?

I don't think so. I think you actually have to do the research, submit it in a background information format, and run the experiment.
