How do you write a research paper outline?

The assignment is to write an outline using some of the research materials we have for the actual paper. But what's a plan of develpment? My topic is William Rainey Harper, former President of U of Chicago

How do you write a research paper outline?
An outline is used to sort out ideas and organize them so they are easier to understand. You start creating an outline by coming up with your main ideas. I don't really understand if you're doing a biography, or what you're doing. Here's an example:


I. Birth


A. Parents


1. Name


2. Name


B. Siblings


1. Name


2. Name...


Keep going until he's dead : )
